dlrs are part fo the protocol itself. However, dlrs are not "on" by
default. There are several types/status of the dlrs and you should ask
the smsc which ones you want. Based on that, and the smsc, you will
get the dlr once the status requested has been reached by your
message.

check userguide about available dlr codes and how to ask for them.

In some cases, mainly with agregators, the dlr is routed separatetly
to an url you define when submiting your message. In other cases you
need to ask for each dlr independently.
