If you consider writing something like that, you might want to have a look at mbuni. There are some setups where you wannna use a GSM/GPRS Device for sending MMS where you need to apply scripting to take mbuni down and start up kannel to talk to the modem (MMS is a 2 part proces, where you technically send a wap push and then provide the content over GPRS).
