Yes. This is expected behaviour. If an SMS is unroutable it is discarded. You should configure it better, in the smsc group, by having at least 1 preferred-smsc, that can route other traffic as well, when all others fail. This propably is a bug that needs fixing.

sms-resend-retry is set to the default value and under normal circumstances the messages are queued properly. If, when a message is queued, the smsc connection is shutdown using stop-smsc then on the next retry to send the message, it cannot find a smsc to send through and discards
the message.

Also the destination number is displayed correctly - I simply removed it from the post for
security.
