K, nevermind, it's statically linked :P

You're probably missing something preventing cfg_create to run, maybe a
missing library?

You could try linking from a simple C script and seeing what's the output if
you're brave enough.

My guess is that kannel's libraries are not linked against mysql or mysql
libs are missing and that's causing the problem.
