A full SMSC is only needed by MNOs, MVNOs and PSTN-operators (FSMSC). There a hundred of factors you need to consider when you "buy" a SMSC. Normally for core network elements you send a request for proposal to some dozen manufacturers. To create a good RFP you need a lot of knowledge about the market and a ton of forecasts, evaluations and so on. And experts who can create this forecasts normaly also know the manufacturers. So maybe to you want to get a consultant to support you (The SMSC will surely cost you some hundred-thousand dollar, so it is a good idea to spent some thousands on someone to support you). But to answer your question: Alcatel-Lucent, LogicaCMG and Nokia are the most common SMSCs around, other vendors like Symsoft or Materna produce interessting solutions if you need some special features. Anyway it is a good idea to ask the keyaccount manager of your HLR which SMSC he recommends.
