Yes, this is what I was thinking.

I better understand now, basically, no matter what, once it gets to the cell 
network, unless I'm just doing a little traffic over a GSM modem or a cell 
phone, I need a provider. Got it.

I have been looking at kannel because I thought it could do what I wanted which 
is to push information to cell phones. For interactive use, I will simple use 
WAP on the web side but for pushing information to phones, I thought it was SMS 
that I might be interested in.

Falko mentioned Wappush and MMS, which I've not had a chance to look into today 
but will shortly. It is possible that I am looking for something along these 
lines above.
