Check on your kannel.log for "throttling error". If it starts showing up
then lower the throughput. If your throughput is higher than the SMSC's
accepted rate, you'll experience poor performance, since messages start to
retry again and again.

Avoid the throttling error as much as possible.

max-pending-submits can be tuned also, it tells kannel how many simultaneous
messages to handle over that link. Try lower and higher settings and see if
you can improve things a bit.
