Hi, Rayan, Yes Kannel can be used for such an application, but .... as Ady Wicaksono also pointed out, is only a part of your system.
Kannel is mostly invoved in "keeping in touch" with the SMS service provider, either by direct link or by mobile phones hooked to a computer (and is very good at doing that). But, you further need a system (usually LAMP: Linux, Apache, MySql, Php) to handle all "other stuff", namely recoding the votes and giving a real-time stat for that. We have used such applications here for a number of events, for instance Miss World Contest. Hope it helps.
