yep, sort of.

If the phone tries to proxy via WAP 1.2.x to Kannel, you still have to take care that the phone can IP-technically address Kannel.

In general wireless carriers that provide IP stacks, ie. via GPRS bearer, block external IP address space to address "foreign" WAP gateways, and allow you only to address their own.

So, you have to ensure to use a GPRS APN that is "public".
