Yes, although it may be as simple as plugging in a GSM modem or
telephone handset into your computer.  Kannel has support for GSM modems
as well as for direct SMSC connectivity, usually used by mobile service
providers (and it's also the only way to directly make money from mobile
services as well).

Most mobile service providers around the world are given a share of the
revenue stream from premium SMS messages received, for MO messages.  For
MT messages, most SMSC's have a billing information parameter (for
CIMD2, for instance, this is called the tariff class), which the mobile
carrier uses to keep track of how much the subscriber must be billed.
