FYI, it doesn't seem to be a case of connection re-establishment because AFAIK Kannel always sends a login request (O60) on reconnection. The situation seems bit strange but you can try enabling the EMI UCP keepalive option whereby a Keepalive (O30) packets is periodically sent on the established connection. If this option is already set, try reducing the interval between two keepalive packets.
