Question about deliver_sm pdu

I have a question about delivery reports in deliver_sm pdu.
The document says that if a deliver_sm pdu contains a delivery report 
then the optional parameter
receipted_message_id should be present right, is that what kannel uses 
to determine that the deliver_sm pdu actually contains a delivery report ?
