I’m not sure, but it is possible the discrepancy you are seeing is related to 
this:
https://issues.apache.org/jira/browse/KAFKA-1367

I’m pretty sure the CLI talks to Zookeeper directly, whereas likely the 
SimpleConsumer talks to the Brokers.
