Yes this is "intentional" in that the scaladoc gradle task for 2.8.2 ran into errors and we couldn't figure it out. The initial proposal was to drop support for 2.8.x altogether since most people have moved on to 2.9/2.10 but we decided to keep 2.8.0 since that was building fine. I thought 2.8.0 is binary compatible with 2.8.2 - i.e., can you use that instead?
