You confirmed my feelings on this… This is a Toyota diagnostic app causing the 
crashes. Toyotas answer is to let all mechanics run as local administrators on 
their domain-joined computers 😃

It looks like you're using a rather uncommon installer for windows - note that 
the ASF does not distribute any binaries for windows for some time now.

What you need to determine now is this is a httpd crash, or an application 
running on httpd crashing.
