I would say if you ran it on WHS2011 it would probably work fine on the
newer versions. unless you have some specific requirement, there probably
won't be a difference in whether you use windows server or regular windows.
OpenSSL and PHP can all be run on windows as you have done in the past.

You don't need to have any of that to run apache software. You will
probably have to assess how your windows proprietary application works and
make sure thats compatible.
