I don't agree with that. As I said, if I use "php -S http://localhost:8080";
then the page is correctly shown. That means the folder structure and files are
fine and installer file is found
The question is why I can not access that from a remote machine.

3. Check your error log to see what happens during your Apache request.
4. It would be helpful to know what package you are installing here. The user
group for that package can probabaly help you.
