Addendum: In my application we have user-configurable redirects, so I can’t use 
RewriteCond for this without prefixing each RewriteRule--which I’d rather avoid 
if possible.

I’m hoping a setup can be found where a “RewriteRule” can be used to say “never 
redirect for this URL--never, ever.
