CF11 _does_ support Apache 2.4 ( http://wwwimages.adobe.com/content/dam/Adobe/en/products/coldfusion/pdfs/cf11/coldfusion11-support-matrix.pdf) so you are good there.
What OS are you running? If Windows, check that the CF11 service has started. If it's another OS, I wont be much help to you there.
