Iptables is set to accept all packets:

icmp-host-prohibited

Chain FORWARD (policy ACCEPT)
target     prot opt source               destination
REJECT     all  --  anywhere             anywhere            reject-with
icmp-host-prohibited

Chain OUTPUT (policy ACCEPT)
target     prot opt source               destination
