Yes, there is. You can use -C to specify the default port. See http://httpd.apache.org/docs/2.4/programs/httpd.html#options and http://httpd.apache.org/docs/2.4/mod/mpm_common.html#listen - just make sure you don't over-ride it in your httpd.conf.
