Hi:

You're missing <proxy *>...</proxy> and <location />...</location> to allow 
access to the proxied host.

Try something like this:

ProxyRequests off
<Proxy *>
Order deny,allow
Allow from all
</Proxy>

ProxyPass / http://domain:8080/
ProxyPassReverse / http://domain:8080/

<Location />
Order allow,deny
Allow from all
</Location>

Here's what I have...
1. Ubuntu 10.04
2. LAMP
3. Request Tracker running with Starman

In a virtual host config I have the following...
ProxyPass / http://domain.com:8080/
ProxyPassReverse / http://domain.com:8080/

The proxy and proxy_http modules have been enabled.

When I go to the site it says I don't have permission to access /.

What am I missing?
