You should not believe everything you read.
The comment you mention above is probably from a bishop of the Church of
Microsoft, or a priest of the Church of Open Source. Both these
clergies tend to be sectarian sometimes.
Apache 2.x works fine under Windows.
Just make sure you disable IIS. You cannot run both IIS and Apache2, in
their standard configuration (both listening on port 80) at the same time.
Also, as long as we are talking about Windows, if running this Apache is
going to be the main thing on this server, you might as well have a look
at all the Windows Services that are started by default, and of which
many are unnecessary. Changing those from "automatic startup" to
"manual startup" will save you megabytes of RAM and millions of CPU
cycles, to the benefit of your Apache server.
Also beware of virus scanning services and other stuff that has no place
on a webserver.
