Apache is used with all kinds of different applications. But its architecture is not designed to be embedded into another program: it needs a control process and a pool of threads or processes, so it can't really live inside another process. Instead, you connect apache to other programs using apache modules that either run your code directly, or use some kind of communication with your program to handle HTTP tasks. How exactly to do this depends on the details of the problem at hand.
