[users@httpd] Which file to edit

I'm not sure which httpd-vhosts.conf to edit.  The one in:
C:\Program Files\Apache Software Foundation\Apache2.2\conf\default
Or the one in
C:\Program Files\Apache Software Foundation\Apache2.2\conf\extra
 
Which one affects the server?
