You did not tell us the versions of Subversion and Apache that you are using. I can't help you directly since I've never played with Subversion.
However, you should verify that Subversion works fine with Apache *WITHOUT* any authentication limitations (remove the LimitExcept requirements). If you don't understand this suggestion, then please start reading the documentation suggestions below. If everything works fine without the limitations (like your LOCK command), then you have isolated the issue to that configuration. Build up the LimitExcept stanza with each unauthenticated method you want to enable to see if resolves the issue. Otherwise, you've probably found an issue with Subversion or Apache and you may need to upgrade to eliminate any bugs that exist in older versions.
