Don't use RewriteRules inside <Directory> sections unless you
absolutely need to. It just creates confusion. Put the following
OUTSIDE any <Directory> section:
RewriteEngine On
RewriteRule /twiki/index\.html /bin/view [R]
(Assuming the full URL-path is /twiki/index.html)
