This is very clear: There is no process listening on IP 172.21.72.117 port 7002. If there was supposed to be a WebLogic server listening there, it is donw. Try port 7001 (I believe that is the default WebLogic port), or verify your WebLogic configuration and modify the configuration of the BEA plug-in accordingly.
