please post your log line(s) from httpd.log.
as far as i recall you have to place rotatelog.exe in the root of a
drive like c:/rotatelog.exe and also make sure the target directory exists
here is an example:
CustomLog "|D:/rotatelogs.exe \
d:/logs/apache2/http/apache.%Y-%m-%d-%H_%M_%S 86400" combined
./allan
