The log was very clear.  The argus CGI script is returning "premature
end of script headers", which indicates that the CGI script crashed
before emitting proper HTTP headers.  The remainder of the log entries
are messages that the CGI script sent to stderr when it crashed.  So
the CGI script is broken in some way.  There is nothing apache can do
about that.

I have no idea what "changing my gateway" means, so I can't reply to that.
