The DocumentRoot defines the root directory of the website. So if you have:

        DocumentRoot /var/www

and you request:

        http://localhost/foo/bar.html

apache will look for:

        /var/www/foo/bar.html

So to find /var/www/pkgrootdir/A you need to do one of these:

1) DocumentRoot /var/www and request http://localhost/pkgrootdir/A
or
2) DocumentRoot /var/www/pkgrootdir and request http://localhost/A

It isn't. <Directory> contains directives which apply inside a directory after 
apache has found it. They don't helpapache to find directories or files.
