While I had a problem creating a user yesterday when they had a file
on disk this appears to have been a fluke.  If the user creates a job
or I qconf -auser them the user is created and the on-disk file created.

I've used qconf -auser to recreate the users who have jobs running or queued
but weren't loaded in after I restarted grid engine.
