My cluster contains N subclusters (one for each research group). Each subcluster is owned by another research group (project). In this moment each project is able to run jobs only on it's subcluster.
I want to share resources, so each project is able to run jobs on other project subcluster. Project which shares own resources must have profit from this. I have idea: project scoring 'points' for each job, on its own subcluster, submitted by user from other project. This 'points' take effects on prioritare of jobs submitted on subclusters not owned by this project.
