So, I had the same experience happen on Manjaro Linux and I just upgraded to version '25.2.2.2' and now Writer opens.    So, maybe there will be an update available for Windows soon /or/ downgrading to version 25.2.2.2 might work for you, since you were on version 25.2.3.
