Effectively, I had misunderstand the OP's problem in my previous
response. Furthermore, when I'm writing and need to insert an image,
my practice is to insert aplace-marker (text) for the image and then
continue writing. I prepare and insert the images later so I never
discovered this problem.
When I made a few trials, trying all three settings for image
anchoring (Tools > Options > LO Writer> Formatting aids) and then
inserting an image 'on the fly', it's a real bugger's muddle trying to
regain control over the cursor without touching the mouse. The focus
remains on the image.
I think I'll stick to my place-marker way of working.

I just remembered a work around for the above. If you type a space at
the cursor that ends up under the pasted graphic on a blank page, you
can then use ctl-enter to add a page break and go to the next page to
insert an image.
