As others have commented, that is the British English spelling. The
Document Foundation is based in Germany, and en_UK is the norm for
English translations in Europe. While it may surprise US English
speakers "-ise" spelling actually makes sense, think of the
pronunciation of "rise". (Note the "." outside of the quotation mark,
also British.)

The curious part is that if you use the traditional "-ise" spellings in
LO set to en_UK with LanguageTool, it will insist on telling you that
Oxford accepts the "-ize" spelling. However, despite Brexit, Europe
still uses not only British English, but its traditional orthography.
Believe me on this -- I have been translating here for years.

More than you wanted to know, but maybe you can use it for small talk
at parties...or as a conversation stopper. :-)

Best,
Roy

PS I DK about the Document Foundation's use of US vocabulary, but it
would make sense as US English dominates in the programming world.
