For Ubuntu Linux, and distributions based on Ubuntu, you need to the edit the gtk-widgets.css file and change the value for -GtkWidget-cursor-aspect-ratio:

Don't forget to include the trailing semicolon. My gtk-widgets.css file has a section for changing the caret-color, (which apparently is what the developers are calling the Insert Cursor now), but in my experiments with changing the parameters, Libreoffice has ignored them.
