Yes, it should be reported as a bug to microsoft (don't know how to do that though). Although it is easy to see this as a "strategic move" from MS, it is also very possible that it is just the result of some heuristics; no doubt they (MS) have seen quite a few version of the soffice.bin file since LibreOffice have a lot of version around simultaneously. There's also the remote possibility that a real trojan stepped in and infected the file.
