o Go to View | Toolbars > | Drawing, in order to display the Drawing toolbar (at the foot of the window).

Either:
o Click the down-arrow next to the Block Arrows button in the Drawing toolbar and select the type of arrow that you prefer.
o Drag your mouse where you want your arrow, to create it.
o Right-click the arrow and use the options in the context menu - especially Area... and Position and Size... - to adjust its properties.

Or:
o Click the Line button in the Drawing toolbar.
o Drag your mouse where you want your arrow, to create a line.
o Right-click the line and use the options in the context menu - especially Line... and Position and Size... - to adjust its properties. Note that you can add arrow heads at this point.

Can you change colors of the arrow?

Yes - on the Colours tab of the Area dialogue.

Change angles? (e.g. 45 degree angle, etc.).

Yes - on the Rotation tab of the Position and Size dialogue.

But why not download the LibreOffice Writer Guide from the web site and read "Using Writer's drawing tools" in Chapter 8: Working with Images? In any case, you can also find this under arrows;drawing in text in the built-in help text.

I trust this helps.
