I hesitate to suggest this, but I believe you may be conflating two
different facilities here.
o If you right-click a cell and choose Selection List..., the list
you are presented with is simply the collection of different entries
already present in the same column. There is no way of editing this
list, I think, except by adding values to or removing existing values
from elsewhere in the same column - which you would probably not want
to do. This facility is presumably intended to obviate repetitive
typing, not to control the contents of cells.
o To control the values in the list, select the required range of
cells (quite possibly a column) and go to Data | Validity... |
Criteria. Against Allow, select an appropriate choice from the
drop-down menu - probably List. Ensure "Show selection list" is
ticked and type your required entries, one per line, in the Entries
box. (The other tabs provide facilities for restricting possible
entries as well as setting an error message.) Now you will see your
desired entries if you either use right-click | Selection List... or
click the down arrow next to the current cell.
