Yes. There are two alternatives:
o Calc sees the "correction" from a straight quote to a typographer's
one as a separate action from typing the quote itself. So if,
immediately after typing the quote, you go to Edit | Undo (or Ctrl+Z),
you can undo the correction and keep the straight quote you typed.
o If you wish to disable this automatic correction (for all documents
and all types of document), remove the tick at Tools | AutoCorrect
Options... | Localized Options | Replace.
Incidentally, one tick mark is feet; two is inches.
