I would rather call it a workaround than a solution.
There seems to be a lot of people with similar problems around - also
pre-Win8, but mostly on Windows 8.
It appears to be a problem with file permissions somewhere with the
Windows Installer.
Maybe combined with non-English versions of the OS?
Hopefully it will be solved by MS in the near future.
