Following problem:

- I am using LibreOffice 3.6.0.2 on Kubuntu 12.04.
- I am using a English US locale where the decimal separator is the
period.
- when I copy these three numbers out of this text box:

2.09
2.40
2.12

and paste them into Calc cells B2:B4 with the following settings

- Separated by tab
- Text delimiter = nothing
- Field/column type: Standard

If I select the three numbers in your post, then use ctrl+C and ctrl+V in
LibreOffice 3.6.1.2, I get the "Text Import" screen. In that, ensure that
*detect special numbers* is ticked.

Sorry, when I do the same I get:
02.09.12 (German date)
"2.40" (text with 3 digits and a point)
02.12.12 (German date)

When I type the same into sheet cells I get:
02.09.12 (German date)
"2.40" (text with 3 digits and a point)
02.12.12 (German date)

When I type the same into Writer's table cells I get:
02.09.12 (German date)
"2.40" (text with 3 digits and a point)
02.12.12 (German date)

When I type the same into some Base table or form I get:
02.09.12 (German date)
"2.40" (text with 3 digits and a point)
02.12.12 (German date)
