answer your questions in brief.

In short, no. Updating is either done through a Linux users repositories
or system update utility. Eg. Ubuntu updates using APT. Fedora updates
using YUM and so forth.

Once again mate, that depends on the specific Linux distro being used.
There is no one repository for all Linux clients.
Some users may choose to update manually by downloading the updated
version directly from the LibreOffice website.
Of course, these answers are for Linux users, as I don't use Windows I
am not too sure what the process is for Windows users. Perhaps someone
else can fill the void here.
