I created a template called Mandarin-template.ott under OOo 3.2.1 which I saved
in the appropriate directory, and copied over to the equivalent directory under
LibO. This I can access and load via the File/New/Templates command. Not long
ago, but after I had created the above template, I decided on a new naming
convention, whereby my own created templates begin with an underscore, and thus
appear at the top of the list. I modified the Mandarin-template and saved it
again, in the same directory, as _Mandarin-template.ott.
This one I cannot see with the File/New/Templates, nor from the Templates
button I have added to the toolbar. If, when in the templates window I opt for
Organize, I can see both templates, but I have not so far been able to find a
way to get LibO to see the one named _Mandarin-template.
I have also tried moving it to another folder and importing it. It then
appears in the Organizer list, at the top, out of alphabetical order, and if I
try to drag it to its rightful place, I get an error message that it cannot be
copied, as a file with the same name already exists. Even after importing it,
it is not visible in the Templates window, neither in its rightful place nor at
the top of the list.
Any clues or suggestions most welcome.

Not sure why you can't see it, but I normally tell people that it is not
a good idea to adopt a naming convention that starts with characters
like these. I even go one step further and do not recommend people leave
spaces in their file naming structure. For example:
_this is my file.odt is not something I would recommend and it is
unknown if the underscore could be treated differently by the OS and the
spaces make it harder to retrieve the name if doing at a CLI (command
line interface). I will usually recommend something like:
ThisIsMyFile.odt or ThisIsMyFileDate.odt or something like this.
