experimental namespace?

xmlns:experimental="http://flex.apache.org/experimental/ns"; seems to no longer 
work, and intelliJ will not provide intellisense I believe due to this, I see 
mentions of an experimental tag in some discussions but can't seem to locate a 
working document that provides information on using the experiemental?
