Well BlackBerry just support for BB10.1 - AIR 3.1 and for BB10.2 - AIR 3.2 (you can use Starling) but the 3.8 isn't support....
You need to get a copy of SDK AIR 3.1 or 3.2 and compile your app with the BB10 sdk according to your version of AIR..
