First, I am not an expert on this topic. Apparently, there is a difference between escaping and encoding. See [1]. URLVariables is doing encodeURI() and not escape().
As Julio said, you have to have agreement on both sides as to how non-ASCII is being transmitted and received. Everything I've seen indicates that Flash stores strings in UTF8. I suspect the trace output is also UTF8 (although there is a chance that it changed for some SWF version which is why you might see a difference in some versions of Flex), and then the question is, how are you viewing that data? If you open it in Windows with various editors they may assume the file is something other than UTF8 and you will see strange characters. Use a byte or hex editor to verify. NetConnection uses AMF and AMF also transmits strings as UTF8. I think you can use a network monitor to verify. But then the receiving end on the server may do something with the string data before your server code gets to the strings.
