Yes indeed, both CPVM and SSVM need to connect into this Network.
CPVM needs Public, Management networks
SSVM needs Public, Management and optionally (Secondary) Storage network

You mean the Public range? You can add a Public range on that VLAN and
dedicate it to System VMs.
Is what you're calling the public range the same as the public traffic
"role" on the "Physical Network" interface during the zone creation?
