Thanks @weizhouapache we are able to upgrade the ACS after updating the JAVA_OPTS as suggested by you. We can close this discussion. Now we are upgrading another environment and there we are facing another error. I have opened https://github.com/apache/cloudstack/issues/13037 for that.
